"Ashwath Raina was the first person to plan for a nuclear test by India.

He was an IIT graduate worked as an IAS officer and junior bureaucrat in the Prime Minister’s Office.  During his working time, he came up with the plan to perform the retaliatory nuclear test which was not accepted by the Prime Minister. At first attempt, his plan failed due to interruption of the USA.

He remained silent for three years and as the new Prime Minister was appointed, the prime minister himself gave him an opportunity to explain about his nuclear test plan. He kept the plan very confidential and later executed with proper order from the government."
