Paul Bernard was a influential writer and policy maker
he argued that the purpose of colonization was to make profits . so if the economies were developed ,the standard of living of the people would increase and would buy more goods leading to good profits for the mother country.
he said that 3 main factors were hindering the economic development in vietnam:
high rates if indebtedness among farmers
low agricultural productivity
high population levels
