Paul bernard was a social reformer.He wanted the development of vietnam and argued for it by saying that the main function of colonies is to give benifit to the main country this could be done if vietnam would be developed it would benifit france as increase living standard of People will make the market prosperous and this will directly benifit vietnam.He regarded some things as barrier in development of vietnam which were as follows 1)Large population 2) Inefficient methods of agriculture 3)Problem of indebtness among peasants
