The British Government itself .
They always believed in the theory of divide and rule .
Also , some credit goes to Pt. Nehru . What the Muslim League was asking was reserved seats for Muslims , but Nehru denied and the Civil War started which led to division .

I agree with the previous answer As the Muslim league wanted a Muslim candidate to be picked as a prime minister of the India so that India will have some integrity towards Muslim but the Indian government wanted either Gandhi or Nehru to become india's prime minister as they were the most important ppl during Indians freedom .as the Muslim league wanted jinna to become there prime minister but the Indians refused as a result the Pakistan didn't find it satisfactory and therefore the partition of India was signed so that both countries will get what they want
