The short-lived French Constitution of 1791 was the first written constitution in France, created ... Its task was to do much of the drafting of the articles of the constitution

The National Assembly started the method of outlining a Constitution.  On 26 August 1789, the Declaration of the Rights of Man ratified and became the preamble of the constitution adopted on 3 September 1791. The Declaration granted mopping generalizations about freedoms, emancipation, and sovereignty.

A twelve-member Constitutional Committee was convoked on 14 July 1789. The responsibility of the members was very tough for the drafting of the articles of the constitution. It incorporated formerly two members from the First Estate who was Champion de Cicé, Archbishop of Bordeaux and Talleyrand, Bishop of Autun and two members from the Second estate was Marquis de Lally-Tollendal and the Comte de Clermont-Tonnerre and four from the Third estate who was Isaac René Guy le Chapelier,Abbé Sieyès, Nicholas Bergasse, and  Jean-Joseph Mounier,
