From 1885- 1905, the membership of the INC remained limited to educated Indians. It was led by a group known as the Moderates. Surendranath Banerjea, Dadabhai Naroji, Gopal Krishna Gokhale, and M. G. Ranade were some of the prominent Moderate leaders
The objective of the Moderates was not independence from British Rule, but to increase the number of Indians n the government. The moderated believed in creating public awareness among the people of India through resolution, meetings, and petitions.
