Sans-culottes means without knee breeches. If you see the nobles and the King of the Old regime..they would wear pants up to their knees and then wore socks on top of that. So during the unrest in France....which we know today as the French Revolution,many clubs or association of people came up. The most important were the Jacobins. These Jacobins wore long striped trousers similar to those of the dock workers. The word them because they wanted to keep themselves away from the fashionable sectors of the society. Therefore they were called sans culottes.
