Answer:

I've not heard of any colleges forcing students to take their class pass/fail. The only model I've heard of is letting students choose to take P/F.

The obvious s answer is that you pay for education, you don’t pay for a grade. “Here's $1000 oh thank you ma'am, here's a C for you. Ah $2000 here's your B sir, have a good day”. That's not how that works. If that's how it works at your school, you’re at a diploma mill and you're being scammed. Your credentials will be completely meaningless.

You could also argue that you always have P/ F. It just depends on what your goal is where the cut-off is. Some scenarios to illustrate.

The vast majority of employees don't give a rats about your grades. They care about skills. Do you have markatable skills? Yes - pass. No - fail.

Grad schools have a minimum GPA cutoff, if B or higher - pass. If C or lower - fail

Some majors have a requirement for C or higher in order to count the course for credit in your major. A/B/C - pass. D/F - fail

Same for community college transfer credit or entrance into nursing programs.

I actually don't see how switching to a pass/fail evaluation scale any difference at all. Your grades are merely a tool to evaluate learning. They are meaningless in themselves. If this gets students to stop obsessing about grades and start foccussing in learning and mastering the material, so much the better!!
