The problem is that talking and listening require using the same part of the brain. Basically in order to speak words, you hear them in your head before you make the muscle movements necessary to make those sounds. So when you talk, the hearing part of your brain isn't listening to the outside world very well anymore.

You could start with the link below. At one point it says that the same area of the brain is responsible for both speaking and comprehending what you hear. So while you can hear and speak at the same time, it's hard for your brain to interpret what you're hearing as speech (if you were listening to music, you can hear the notes just fine while talking).
