The Arthashastra is the title of a handbook for running an empire, written by Kautilya (also known asChanakya, c. 350-275 BCE) an Indian statesman and philosopher, chief advisor and Prime Minister of the Indian Emperor Chandragupta, the first ruler of the Mauryan Empire. The titleArthashastra is a Sanskrit word which is normally translated as The Science of Material Gain, although Science of Politicsor Science of Political Economy are other accepted translations for Kautilya’s work.

With most modern nations looking at issues through a similar prism, it would be evident that the Arthashastra is relevant even in the 21st century. Kautilya, also known as Chanakya or Vishnugupta, states right at the beginning that Arthashastra is a compendium of similar treatises written by earlier teachers.
