Who xan decide if restrictions on fu damental rights are reasonable or not?

The executive branch may impose reasonable restrictions by way of enacting laws restricting the rights, or the judicial branch may interpret laws so as to restrict fundamental rights. However, the only branch of government empowered with the task of deciding if a restriction is “reasonable” or not - is the judiciary.
