Maharashtra State Human Rights Commission (MSHRC) member Subhash Lalla, a retired IAS officer, quit his post on Monday, days after he reportedly refused to step down despite being asked to by the state government for his alleged involvement in the Adarsh Housing Society scam. Lalla submitted his papers to Governor K Sankaranarayanan even as he maintained that his decision was "voluntary" and was "in no way an admission of any guilt or wrongdoing".
Lalla and Information Commissioner Ramanand Tiwari had been asked to meet Chief Secretary J P Dange last week to discuss their involvement in the scandal. It was reported that they had been asked to quit the posts to which they had been named after they retired from the IAS but they apparently refused to do so. While Tiwari's son Omkar is a member of the society, Lalla's mother Susheela Shaligram and daughter Sumeela Sethi also got apartments there. Tiwari was in charge of the Urban Development Department while Lalla was Principal Secretary to then CM Vilasrao Deshmukh.
The Governor accepted Lalla's resignation. While claiming that he had no role or financial involvement in the purchase of flats in the building, Lalla, in his resignation letter, said he was resigning for the sake of the dignity of the MSHRC and to avoid further embarrassment to the government or himself. Lalla added that his relatives had become members in the society due to his father being a defence officer before Lalla was posted at the state administrative headquarters of Mantralaya in 2000.
"My father, late Shri Shaligram Lalla, who worked in the Military Engineering Services retired in Kamptee Cantonment (Nagpur) and continued to stay there during his post-retirement period," said Lalla in the resignation letter. The society's chief promoter, R C Thakur, used to share the same bungalow in which his father stayed. He said that due to this "good social relationship", his father was taken as a member of Adarsh. After his father's death, his mother Sushila Shaligram, as well as Lalla's daughter were inducted as members "as there were some vacancies available during that initial period of society formation (and) because of relation with defence personnel".
