In an unsaturated solution, there is still some capacity of the solvent left to dissolve the solute. At such a stage, the solution is called unsaturated solution. It has not reached its saturation point. For example, take 250mL of water and add a pinch of salt to it. You'll see that salt dissolves immediately( obviously because the amount is too less!). But even when you have reached the saturation point, you can add more of solute by heating the solution. And then when you cool it back down, extra salt will precipitate out.
