there mainy problem are there because volume would be calculated in 3D dimensions so it not as fundamental quantity instead of length.

We would face problem when volume is chosen as fundamental quantity intead of length. This is because, suppose if you have to move from point A to point B we do not bother with the volume hence it makes sense not to use volume as a fundamental quantity. Even in Newton's laws for volume to come in you need to replace the mass with volume/density.
