why 23 degrees latitude is most important?

23 degree latitude is important because at this latitude sun os visible for 13 hrs ,,,,33min during the summer solstice and 10 hrs 43 min at winter solstice.

Due to the inclination or tilt of Earth with respect to the orbit of revolution, the direction of sun light falling on Earth, we have differences in lengths of day and night.

At 23 deg. latitude we find the that the day is longer during summer : about 13 and half hours and in winter the night is also 13 hours and 1/2 long.. 

This latitude passes through most of  India from west to east.  It is the latitude on which India's breadth is the longest.   Also the location Calcutta of time zone IST selected is also near this latitude.
