Why a common salt said to be substance and salty water a mixture?

Common salt is a pure compound with chemical formula NaCl it cannot contain any other element. But when we talk about salty water then the question comes is whether the water sample we are studying contains single variety salt or not if it contains a particular salt only then it is a homogeneous solution and cant be called a mixture otherwise it becomes a heterogeneous solution and can be also called a mixture.
