Why a deaf person cannot converse properly

because they are not able to hear if any one can't able to hear he/she has to face this difficulties

a deaf person cannot converse properly cause all he is unable to hear what we tell.actually most of us learn from hearing words and knowing their sounds.But it is difficult to explain a deaf about sound....the saddest
part is that they cannot answer our questions properly and at times won't respond to our actions.they cannot learn new words .that is why they are unable to converse,properly...but they have their other senses more alert....
