A chain of any sort begins with the person who makes the product. Plants are the producers of food. They have the ability to produce food by the process of photosynthesis by which they use inorganic materials like sunlight, water and air to make organic matter that we call food.
As they are the only beings in the world who have this ability, they are the beginners of all food chains. When an animal eats plants, it consumes the energy stored in the plant in the form of food that it produced. This goes on for four or five steps.
So, animals are just consumers and plants are producers. This puts them in the start of every food chain.

Plants are called producers because they are able to use light energy from the sun to produce food (sugar) from carbon dioxide and water. Animals cannot make their own food so they must eat plants and/or other animals. ... In a food chain, energy is passed from one link to another.
