due to inertia horse has to apply mucu greater force to move then to keep the cart in motion

initially body at rest the force of inertia directly applying on object vertically to the centre of the earth,
but after applying force on the object the inertia force will apply horizontally and vertically both
show some force is already applying in horizontal direction in which you are already applying force on an object
this decreases the effort you are applying
