Because low resistance rheostat can measure a very little amount of current..easily.so it is used in experiment to prove that the ohm law for effectively and correctly i. e v=I

Because a high resistance rheostat will produce too much heat so the temperature wouldn't be constant
which is required in the ohm's law experiment
