Light reflects from a smooth surface at the same angle as it hits the surface. For a smooth surface, reflected light rays travel in the same direction. This is called specular reflection. Diffuse reflection is when light hits an object and reflects in lots of different directions.

A ray of lights is not reflected if its track is at the same direction with the normal. This causes the light refraction in the form of a curve. And the effect of such curve, the apparent position of a star (celestial bodies: Sun, Stars, Planets) will always look higher than its actual position.
