why a solution of na2co3 is alkaline

Because it is mixed in water it forms a base

The base which are dissolved in water is known as alkaline.
Therefore as Na2CO3 is a metal carbonate, and generally metal carbonates are basic in nature. Hence as Na2Co3 is a base, when it is dissolved in water it is known as Alkaline.
