why accessory nerve is not spinal nerve even it emerges from spinal cord?

Accessory Nerve. The accessory nerve (eleventh cranial nerve)emerges from the skull through the jugular foramen in a shared sheath with the vagus nerve. It has two roots, a cranial root from the medulla and aspinal root from the lateral portions of the ventral column.
