==> hydrolysis is the nucleophilic subtitution reaction ,so in acetyl chloride,this methyl is electron releasing group and Cl is electron attracting group, so on carbonyl carbon positive charge always be maintained so attack of nucleophile becomes easy on acetyl chloride
