Why one cannot see through a fog??

fog is combined form of water vapor and dust molecules human eye is not so active like owl or leopard who has a distinct vision. We only see those things whose light Ray fall on our retina through a transparent medium or opaque medium. But in translucent medium we our retina forms blurr image due to which we can't see it clearly but we see someone shadow.
