Explanation:

Potassium manganate is very strong oxidizing agent and its self gets reduce and help others in getting oxidised .

Since in Magnesium chloride , the magnesium occupies highest possible oxidation state i.e. +2 . Hence , it can not be further oxidized and thus will not cause reduction of potassium manganate . Therefore , the colour of potassium manganate will not be decolourised .
