The acidic behaviour of acid is due to presence of hydrogen ions, H+(aq) ions. The acid produce hydrogen ion only on dissolving in water. In absence of water ,acid do not produce hydrogen ions and hencedo not show acidic behaviour.

The acids behave acidic in wated due to presence of H+ ions

In water their H3O+ ions concentration increases and thus acids shows acidic behaviour
