because the dissociation of hydrogen ions from anacid occurs in the presence of wateronly. It is the hydrogen ions that areresponsible for the acidic behaviour.

The acetic reaction of acid is due to presence of hydrogen ions H + (aq) ions. The acid produce hydrogen ion only on dissolving in water. In absence of water, acid don't produce hydrogen ions and hence do not show acetic reaction.
