Action and reaction although are of equal magnitudes and are acting on the opposite direction (in almost all cases), do not cancel each other because they act on two different bodies.
For example, a book lying on the table exerts a force on the table, which also exerts a reaction force on the book.
So , they act on different bodies.

Action and reflection act simultaneously but on different objects.Hencs they do not cancel eachother.
