Yes, air is matter because it is a gas composed mostly of nitrogen, oxygen, and argon, and gases do have mass because they're molecules bouncing around a contained volume (here, the atmosphere). Water vapor, mixed in to some extent with air, is also a gas and therefore has mass.

air is considered to be matter as it have mass and occupy space . you can test it by the help of a balloon. And it also offer resistance as only matter offers resistance
