Why air is homogenous when it has oxygen and nitrogen at diffrent ratios?

A homogeneous mixture is a mixture which contains a definite proportion of substances.
Pure Air is a homogeneous mixture of gases as gases present in it are in a definite proportion by volume.
the percentage of oxygen is 20.9 % and that of nitrogen is 78%
But however polluted air contains variable mixture of pollutants and dust particles in it.
