Firstly, water has a higher concentration of -OH groups, thus more protons can be formed from dissociation. Alcohol have an alkyl group, which takes up space and makes the concentration of hydroxyl group lower.
Secondly, alcohol's alkyl group has a positive inductive effect. The partially negative oxygen atom in the hydroxy group partially shares its electrons with the alkyl group, so the alkyl group is slightly more negative and the oxygen is slightly more positive. A less polar hydroxy group has a lower tendency to donate protons. Thus alcohols have a higher pH.
