Chlorine is larger than fluorine, so the larger sized chlorine gets polarised to a greater extent by aluminium. Hence AlCl3 becomes covalent. On the other hand, due to the the smaller size of fluorine, aluminium does not polarised fluoride ion to such a great extent. So Alf3 becomes ionc.
