Why all decisions in democracy are taken by political executive?

because the decisions should be taken in the presence of few important people of society who belonged to the common peoples.

(i) The civil servant often has a higher level of education and subject expertise. For instance, the Finance Ministry's experts are more knowledgeable in economics than the Finance Minister. Sometimes, ministers may have limited knowledge of the technical issues that fall under their purview. They are nonetheless more powerful than the civil servant in spite of all of these.

(ii)The people's will is supreme in a democracy. Since the minister was chosen by the people, they have given him or her the authority to carry out their wishes. Finally, he must answer to the people for all the effects of her choice.

(iii) The minister therefore makes the final decisions. He chooses the overarching framework and goals that should guide policy decision-making.
