bez. Well, American does have reservation, although not to such a large scale. They are called Affirmative Actions.
Actually, reservations are a subset of affirmative actions. There are other ways of affirmative actions as well, like in SA there was once a politicy to have at least one coloured player in the team. I am unsure if that is continuing.
President Nixon in his memoirs wrote - "We would not impose quotas, but would require federal contractors to show affirmative action' to meet the goals of increasing minority employment"
USA is developed due to many factors:
There are hardly any natives left - I have to start with this point. In America (not just USA) from an estimate of having a population of 37 Million in 1492, their numbers reduced by about 90% to just 9 Million in 1650.
The initial settlers were rich - The settlers mainly came from Europe and were in better economical condition, relatively.
Early Independence - USA got independence in 1776. That saved them a lot of taxes!
Clean Slate - It is easier, cheaper to develop from scratch than to redevelop an existing city. Also, you can design it better as per your experience.
Land of Immigrants - People who left their country went to USA to work hard and make money. USA pulls the best talent from across the world. And it rewards them well.
System that works! - The various systems are very much streamlined. The corruption, although exists to certain extent, is fought off well and the penalties are severe.
There are many other points, but I think these are the major ones. Reservation is not the issue here.

you see USA at the top because they never had the religious economic and political diversities, alongwith the number of mouths to feed. The land never belonged to them. The natives were killed to annex the lands. Entire production of goods for US comes from Asia.
and indian politics is the main problem that america is developed than india .. because america invent daily new technologies but india is not faster to do so.........
