As Electronegativity of Nitrogen is 3 and Hydrogen is 2.2, the difference in electronegativity is 0.8 which is less than 1.7. Hence they form covalent bonds. As Nitrogen is more Electronegative atom pulls an electron from the bond towards it hence the dipole moment exist. Thus they are polar in ammonia NH3.
