why Ammonia or HCL in gaseous or pure liquid state does not conduct electricity but conducts electricity when dissolved in water ??

Ammonia or Hydrogen Chloride gases are polar covalent compounds, so they do not have any free mobile ions in their gaseous or pure liquid state, due to which they cannot conduct electricity.

When they are added to water, HCl gas, being acidic, forms Hydrochloric acid, which gives Hydronium ions and Chloride ions in water, which conducts electricity.

Again, when Ammonia is added to water, Ammonium hydroxide is formed first, which then furnishes free Ammonium ions and hydroxyl ions.

Especially in case of HCl, the hydronium ions are responsible for the conduction of electricity and in case of NH₃, the Hydroxyl ions are responsible for conduction of electricity.
