why amphibians are not regarded as true lung breathers

Because amphibians can breath through their skin when underwater, and can also breath air when above water. It they were true lung breathers, they would drown when burying themselves in the mud at the bottom of a pond during winter hibernation.

Amphibians can live both in water and on dry land

While in water they breathe through the skin.

On land they breathe through their nostrils and the lungs.

If they were pure lung breathers they would never survive under water.

Given that they use both the skin and lungs, they are not pure lung breathers.
