Why an electromagnetic wave is not deflected by a electric field

Alpha rays (heavy, positively charged particles) are deflected slightly in one direction. Beta rays (light, negatively charged electrons) aredeflected strongly in the opposite direction. Electromagnetic gamma rays are not deflected.
