Androecium and gynoecium of the same flower maturing at different times is a contrivance for cross pollination
This is done so that the pollen grains cannot come in contact with the stigma of the same flower and hence prevent self pollination
If androecium matures first it is protoyandry and if the gynoecium matures first it is protogyny
