the angular momentum in the earths rotation is not constant it has been decreasing since the formation of the moon. the earth rotates faster than the moon revolves around it so the tides continually transfer the earths rotational angular momentum in the moons orbit slowing the earth down and moving the moon several cm/year farther from the year
