While we have seen buddha with open eyes too, especially in pictures depicting some stories. But majorly buddha is shown with closed eyes. I believe it to be so because Siddharth Gautama became a buddha(i.e achieved enlightenment)only after meditating. And he kept meditating all his life after achieving enlightenment too because meditation is required to observe truth as it is. And truth keeps manifesting each moment of life. An idol or a picture with buddha in closed eyes inspires us to do the same.
