It was an ancient custom in England and in the whole Europe of kings and queens & princes and princesses, like there were Rajas & Ranis in the whole Indian Subcontinent before the Britishers colonised it. The Great Britain was never colonised, so it is continuing its formal custom of the Royal Family.

All the rulers of England are not Queens. But many a times there were queens who ruled the state. Like, Queen Victoria & the current queen, Elizabeth II.
