Ionic compounds are generally solids. In solid state, the molecules are bound tightly by electrostatic force. So there are no free ions. But when the ionic compounds are dissolved in water to form an aqueous solution, the electrostatic force is comparatively weak and free ions are present in the liquid state. These free ions enable the aqueous solution to conduct electricity.
