Big dams are often considered as undemocratic. The significance of this line actually means that big dams are often very problematic.
This is because, they stand at a higher risk of floods and it becomes very difficult to control the water flow.
This causes massive destruction to animals, people etc and many die as a result.
Hence huge dams do not signify smart engineering. They invite problems.
Hence it requires careful planning and engineering to understand how a dam should be built and how high it should be.
