These two are included in Asexual reproduction because in binary fission there is only one parent which gives offspring, similarly in budding there is only one Hydra ( Parent).
And as we know that in Asexual reproduction there is only one parent needed to give offspring

because in these no sex cells are involved
and only one parnet is involved and no gamete formation takes place
so binary fission and budding included in asexual reproduction
