why are blue green algae included under Monera and not under plantae

This is because algae may be able to produce their own food but they are mainly prokaryotic in nature. Which means they have non membranous cell organelles and nucleus.Their blue green colour cones from the pigments chlorophyll and phycobilin .Hope this helps
