Your choices are an inert gas like nitrogenor argon that won't react with the hot filament, or a vacuum. Any oxygen would react quickly with the tungsten causing a burnout. The inert gas (nitrogen) reduces the evaporation of the tungsten as the gas molecules make it harder for the tungsten to leave the filament.
