why are haloalkanes slightly soluble in water but their solubility is high in benzene?

Although haloalkanes are polar molecules, neither they form H-bonds with water nor can they break the H-bonds already existing between water molecules .
As a result, the solubility of haloalkanes is very less in water.

But in case of benzene, haloalkanes are highly soluble because benzene is a solvent having low polarity.
