Because they have zero valency.
Hence they have not electrons (unstable) in any shell to react with others.
He : 2
Ne : 2,8
Ar : 2,8,8.

Hey there!!
The elements He , Ar and Ne because their outermost shell is complete and does not have valence electrons (having complete octet and duplet) . Due to this they are inert gases and do not react with other elements . and so are called inert or noble gas
